German pool staffing survey: 58% of posts filled, while supervision duties remain
Germany does not lack a recognised framework for pool safety. The challenge is having enough qualified people to meet it.
The risk today sits precisely in that gap between duty and headcount — for bathers and for operator liability. This article sets out the numbers, explains what DGfdB R 94.05 actually requires, and says plainly what technology can and cannot do about it.
58 percent: the number that describes this summer
A survey by the association of municipal enterprises (VKU) among 94 pool operators, conducted between 8 and 24 April 2026, captured the position on 1 May: only 58 percent of posts were filled. Almost one pool in three had around a tenth of its posts vacant, and one operator in ten was short by more than 30 percent.
The causes are structural rather than cyclical: the pandemic pushed many qualified pool staff out of the profession for good, and the baby-boomer generation is leaving the labour market all at once. The consequence is visible in every town — shorter hours, pools going from seven days and twelve hours to five days and eight, individual basins staying closed.
The supervision duty knows no staffing quota
Anyone operating a public pool in Germany is measured against DGfdB R 94.05, the guideline on traffic-safety and supervision obligations in public baths during bathing operations, in its March 2023 edition with the corrected version issued that June.
It is not federal law but a recognised technical rule that courts may consider when assessing an operator’s duties. Compliance and documentation can be relevant to organisational diligence; whether organisational fault or liability exists depends on the facts of the case.
The guideline distinguishes three levels: Betriebsaufsicht over the whole operation including the daily pre-opening check, supervision of bathing operations for the areas outside the water, and Wasseraufsicht — recognising and preventing danger in the water, and rescuing those in difficulty.
A point many hospitality operators miss: R 94.05 does not apply only to municipal pools. It covers public baths regardless of the operator’s legal form and expressly includes type-2 baths — those in accommodation businesses, hotels and campsites.
The gap between the duty and the people
Put the two together and you have Germany’s real problem, distinct from the current Italian debate, where a new sanction has been proposed to enforce existing technical requirements. Germany already has a recognised technical rule, while many pools lack the staff needed to organise adequate supervision.
Water supervision cannot be scaled down in proportion to available headcount: either a basin is supervised appropriately for its conditions, or it is not. The operator at 58 percent has three options — cut hours, close basins, or stay open with thinner supervision. The third exposes the most: the people in the water, and the operator.
Two factors that sharpen the picture
First, more non-swimmers are in the water. According to the survey conducted by forsa for the DLRG in 2022, 20 percent of children aged six to ten could not swim — double the ten percent recorded in 2017. The social gap is stark: 49 percent of children in households below €2,500 net per month cannot swim, against 12 percent in households above €4,000.
Second, the pressure of the season. In June 2026 alone around 100 people drowned in Germany; since the DLRG began systematic records in 2000, only one June was worse — that of the hot summer of 2003.
Honesty belongs in the framing: roughly three quarters of drownings in Germany happen in lakes and rivers, not in pools. But the reason numbers stay low in a basin has a name — supervision. That is exactly the resource now thinning out.
On World Drowning Prevention Day, 24 July 2026, the DLRG named gaps in prevention: unlike Sweden, the UK or the Netherlands, Germany lacks coordinated public-information campaigns and a national drowning-reduction strategy. DLRG president Ute Vogt observed that most of these tragic accidents would have been preventable. For a sense of scale, some 55,000 DLRG lifeguards provide around 2.6 million hours of water watch each year.
The official mid-season figures for 2026 are not out yet: the DLRG presents its interim report at a press conference on 6 August 2026. We will publish a dedicated article analysing the findings that day.
What technology can do — and what it must not
Clarity is needed here, because the sector is full of overpromises. No system replaces water supervision, and R 94.05 does not present technology as a substitute: recognising danger and intervening remain the responsibility of qualified people.
Technology can provide something different and concrete: an additional alert and usable context for the designated responder. Aqutron Vision is designed for that role.

Cameras and sensors are generally planned outside the water. Required works, commissioning time, privacy measures and performance criteria are defined after the site study. Certification may be referenced only when it has actually been issued for the installed system and its stated scope.
Plant protection can complement water supervision. What operators can do now
Mid-season and short-staffed, these are the sensible next steps:
- Put in writing the relationship between actual staffing and the supervision R 94.05 requires for your basin’s conditions. The record can support later review; its evidential value depends on the applicable law and the facts.
- Check which time windows are genuinely covered and which are minimally staffed, separating the three forms of supervision.
- Document training, drills and the alarm chain, with dates and outcomes.
- Assess where technology can shorten recognition time — not to reduce staff, but to give the staff you have more room to react.
